　問題のサイトは、インターネット・サービス会社「グーグル」（本社、米カリフォルニア州）が提供する写真共有サイト「パノラミオ」。同社の地図サイト「グーグル・マップ」や「グーグル・アース」に、ユーザーが写真やコメントをリンク（関連付け）することができる。

　このサービスで、対馬についても風景や観光名所などの写真が１８０件ほど公開リンクされているが、中には「Ｋｏｒｅａ　ｃｏｌｏｎｙ（韓国の植民地）」や「Ｄａｅｍａ　ｉｓｌａｎｄ（Ｋｏｒｅａ）＝対馬島　韓国（領）＝」などというタイトルの風景写真があるほか、「韓国の眺望」と韓国語でタイトルを付けた対馬の港とみられる写真もある。

　また、写真の下にある一般ユーザーのコメントには、「対馬（島）は韓国の土地、返してもらわなければならない」「韓国人たちよ、いまや独島（竹島）だけでなく、対馬もやはり取り戻すときがきた」などと韓国語や英語で書き込まれているものが約１０件あった。

　こうした写真の公開は昨年ごろから始まり、コメントによる“領土論争”は今夏から過熱している。写真を投稿したユーザーの名前は韓国系のものとみられるが、あくまでもユーザー名なので実態は不明だ。

　これに対し、日本語や韓国語、英語で「対馬が韓国領土というのはありえない」「対馬が日本の領土というなら、その根拠を見せろ！」などと反論している書き込みもある。

　一方、竹島についても同様に「Ｄｏｋｄｏ　Ｋｏｒｅａｎ　Ｉｓｌａｎｄ（独島＝竹島＝　韓国の島）」などのタイトルのもと、韓国の国旗や「韓国領」と彫られた岸壁などの写真数十件が公開されている。コメントは「独島（竹島）の所有権に限っては、日本人たちがどんな話をしようとも、無理な主張に過ぎません。独島は現実的、明らかに韓国の土地です」などと韓国語や英語で書かれており、より過激な内容となっている。

　グーグル・マップ上では、対馬は日本領であることが明記されているにもかかわらず、「韓国（領）」と断定する書き込みについて、グーグル社は「地図、地理サービス提供する限り、領土の問題は避けて通れない問題のため、中立的な立場を貫くことを旨としている」とし、社内に専任チームをおいて管理している。

　投稿写真やコメントについて「政治的な見解は著者に属するもの。グーグルとして選択していることはない」と説明。他社の権利を侵害していない限り削除はしない方針になっている。

　グーグル社の利用規約では「悪意のある暴力的な内容」や「法的な権利を侵害すること」を禁じているが、投稿内容については、ユーザーが個人的に責任を負うことなっている。
